Good morning, iOpeners. It's Tuesday, May 21, 2019.

Citing the decades-long sexual abuse allegations against a deceased Ohio State University doctor, Gov. Mike DeWine has proposed lifting the statute of limitations on rape. The governor also urged lawmakers to lengthen the statute of limitations for other sexual crimes. A report released last week by Ohio State found that the late Dr. Richard Strauss sexually abused at least 177 male students between 1979 and 1996. DeWine also ordered a review of the way the State Medical Board handled its own investigation of Strauss in 1996.

The Cuyahoga County Medical Examiner said a preliminary investigation into the death of a runner in Sunday’s Cleveland Marathon found no definitive cause. In a statement, Medical Examiner Thomas Gilson said staff will conduct further tests and review Taylor Ceepo’s medical history. The 22-year-old woman from Medina collapsed during the race and was pronounced dead on arrival at a local hospital.

A list of 33 recommendations on ways to handle Cleveland’s child lead poisoning problem does not include any that would help landlords pay for inspections or remediation of lead hazards. The recommendations, from the Lead Safe Cleveland Coalition, were presented Monday to Cleveland’s City Council, which is crafting legislation to combat the crisis.   Representatives from Cleveland Lead Advocates for Safe Housing and the Akron Cleveland Association of Realtors presented their own suggested ordinances.

The Oakland A’s held off a late rally by the Indians, beating them 6-4 at Progressive Field. The Indians entered the ninth inning tied with the A’s, but Oakland’s Matt Chapman put the game out of reach with a two-run homer off reliever Tyler Clippard.  The Indians are 1-3 against the A’s, who started the game tied with the Seattle Mariners for last place in the American League West division.

Indians pitcher Corey Kluber will have an X-ray on Thursday to evaluate his right arm, which was broken by a line drive hit on May 1. Kluber has had his arm in a cast since being injured. Cleveland manager Terry Francona said the cast could be removed and replaced with a removable splint, depending on the results of the X-ray
