The Greater Cleveland Regional Transit Authority is facing some tough choices in the weeks ahead. To help meet a $7-million-dollar budget shortfall, the agency must raise fares, cut routes or both. It's a decision that is made all the more difficult when you consider how much the need for public transportation is growing.
